You should reduce the rebelling % at least over time, once you have pacified a town once or twices Or you could just learn how Loyalty works. Parade only works if you sit there the entire time. Not a realistic thing to do. Grazing rights is bad. Finding a governor who matches the settlement culture and also has one of the four perks that raises loyalty is totally unreliable and RNG since there are only so many heroes of each culture. 1-- In Campaign you get EVERYTHING the same as sandbox, except the ability to pick your Main characters starting age (which I find useless except for RP purposes). 2- In campaign many new people get scared because "me got to do the main quests".
